The error text points to an OAuth flow where the refresh token cookie is not being stored or sent in Edge. That often happens when tracking prevention or third-party cookies are blocked for that site.
Open the OVO site in Edge. Click the lock icon next to the address bar and choose Permissions for this site. Turn Tracking prevention to Off for this site. Go to Cookies and site data in the same page and allow third-party cookies for the site.
Close the permissions tab, then refresh the OVO page, sign out, sign back in, and try downloading the PDF again. This change only applies to OVO, not to other sites.
